I found out that you needed only place more slots into the rails to make it lock. The only reason I can see that this wasn't done is that the base of the seat does not move along with the upper portion, leaving the inside portion exposed. So I used a cutting 1/4" drill bit and made my own slots by using a template and began them exactly 2" down so that the seat will move a minimum of 3.5" to a maximum of almost 5". I plan on making more holes closer to the base holes so that it can slide a more minimum amount like just 2" or so. Even at just 3.5" there is remarkably more leg room and there is already sufficient foot room. It is totally different in the third row now. I made sure to modify both sides so that I can move both seats up together and not have any problems with our infant car seat that goes in the middle. Of course that gives both rear seat passengers maximum leg room and it also makes for more cargo room with the third row seat stowed. Below is a picture of the seat rail and the holes I added.
